The County Assembly has 21 days to vet the nominees. Meanwhile, the recruitment of her replacement at TSC remains suspended following a legal challenge.

Former Teachers Service Commission boss Nancy Macharia is set for a return to public service, this time at the county level, after Murang’a Governor Irungu Kang’ata nominated her to chair the County Public Service Board.

In a formal notice dated June 18, 2025, and submitted to the Murang’a County Assembly, Kang’ata proposed Macharia along with four others to serve on the board, just weeks after her term as TSC CEO ended.

“Pursuant to Section 6 of the Public Appointments (County Assemblies Approval) Act 2017 and Section 58A (7) of the County Governments Act, 2012, vide a letter Ref. MCG/CS/GOV/ST/2(162) dated June 10, 2025, the County Assembly received notification that Governor of Murang’a County Government Dr Irungu Kang’ata has nominated the following as Chairperson, Members and Secretary to the Murang’a County Public Service Board,” the communication presented to the Assembly read.

The full list of nominees includes:

  1. Dr Nancy Njeri Macharia – Chairperson

  2. Dr Louis Mwende Musikali – Member

  3. Johnson Kang’ethe Kinyua – Member

  4. Dr Brian Lishenga Makamu – Member

  5. Oscar Kimani Gathura – Secretary

The Assembly was informed that the Governance, Labour and Social Welfare, and Justice and Legal Affairs Committee will oversee the vetting process in accordance with Standing Order 47.

“The committee shall hold an approval hearing/vetting on the suitability of the nominees to hold office and table its report before the Assembly for consideration,” the notice stated.

The Assembly is expected to conclude its consideration of the appointments within 21 days from June 17, 2025.

If approved, Macharia will officially begin a new chapter at the county level, after serving as the head of the national teachers’ employer for nearly ten years.

Following her exit, TSC named Eveleen Mitei as Acting CEO in an internal memo dated June 1, 2025. Mitei currently serves as Deputy Head of the Human Resources Directorate and oversees the HRM Division.

However, the appointment process for a new CEO was halted by the Employment and Labour Relations Court after a petition filed by Thomas Oyugi questioned its legality.

Justice Ocharo Kebira certified the petition as urgent and issued temporary orders suspending the recruitment.

In his suit, Oyugi alleged that the process was riddled with constitutional violations and discriminatory practices that failed to ensure fairness and equal access.

The court will determine the validity of the petition before issuing further directions on the recruitment process.
