Ruto picks Komora as new Police Commission Chairperson

President William Ruto has nominated Amani Yuda Komora as the next Chairperson of the National Police Service Commission (NPSC), a key agency responsible for managing human resource functions within the police service.

The nomination, announced through a statement by Head of Public Service Felix Koskei on Monday, was made under Article 250(2)(b) of the Constitution and Section 9(5) of the National Police Service Commission Act.

“The President has exercised his constitutional mandate to nominate Dr. Komora as Chairperson of the NPSC,” the statement read.

Dr. Komora, who is set to take over leadership of the Commission if approved by Parliament, is the immediate former Vice-Chairperson of the Salaries and Remuneration Commission (SRC).

He has also held senior human resource roles at the Kenya Ports Authority (KPA) and Kenya Revenue Authority (KRA), and served as a member of the National General Wages Council.

The National Police Service Commission oversees key functions within the police service, including recruitment, appointments, promotions, transfers, and disciplinary control. It also guides policies on police welfare and professional standards.

Alongside Komora’s nomination, the President has also named Angeline Yiamiton Siparo as a commissioner, joining Peris Muthoni Kimani, Benjamin Juma Imai, and Collete Suda, who were appointed earlier through a Gazette Notice dated June 27, 2025.

Siparo is known for her role as coordinator of the Young African Leaders Initiative (YALI) Legacy Localization Project covering 49 countries. She has also chaired the National AIDS Control Council from 2016 to 2022 and worked with several organisations, including Oxford HR (AU/Africa CDC), Catholic Medical Mission Board (CMMB), UNAIDS, and Family Health International.

The appointments follow recommendations by the Selection Panel tasked with identifying suitable candidates for the Chairperson and Member roles at NPSC, as published under Kenya Gazette Notice No. 1181.

If approved, the new commissioners will serve a non-renewable term of six years.

Their nomination comes at a time when police operations face increased public scrutiny and calls for reform. The government has pledged to modernise the police service and improve professionalism in line with constitutional principles and human rights standards
