The National Assembly is one step away from confirming two new Cabinet Secretaries after the Committee on Appointments endorsed the nominations of Geoffrey Ruku and Hanna Wendot Cheptumo.

According to the Committee’s Fifth Report tabled in Parliament and signed by National Assembly Speaker Moses Wetang’ula, Ruku has been recommended for appointment as the Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes.

Cheptumo has been proposed to lead the Ministry of Gender, Culture, the Arts, and Heritage.

The vetting was carried out in line with Article 152(2) of the Constitution, alongside Sections 3 and 8 of the Public Appointments (Parliamentary Approval) Act and Standing Order 204(4) of the National Assembly Standing Orders.

On Ruku, the report highlights his experience and qualifications, stating he has what it takes to lead a ministry responsible for public service reforms and human capital development.

It states that Ruku possesses "the requisite abilities, academic qualifications and professional experience to be approved for appointment."

A former Member of Parliament, Ruku is expected to provide leadership and policy direction in a ministry that plays a key role in shaping Kenya’s workforce and supporting special government programmes.

Cheptumo, on the other hand, was commended for her understanding of the issues related to her new role.

The Committee noted that she had "knowledge of topical, administrative and technical issues touching on the portfolio to which she had been nominated."

Cheptumo’s approval comes at a time when the government is pushing for greater focus on gender equality and cultural development.

The report stated that she had satisfied the qualifications and experience required for appointment, and her leadership is expected to strengthen efforts in preserving national heritage and supporting the arts.

"Having considered the suitability of the nominees for appointment during the approval hearings," the committee said.

"The House is recommended to approve Hon. Geoffrey K. Kiringa Ruku for appointment as Cabinet Secretary for Public Service, Human Capital Development and Special Programmes; and Ms. Hanna Wendot Cheptumo for appointment as Cabinet Secretary for Gender, Culture, The Arts and Heritage."

Cheptumo, who has long been known for her advocacy on women’s rights and cultural preservation, is expected to lead a ministry that is central to championing gender issues and promoting Kenya’s diverse cultural identity.

Her appointment also aligns with the administration’s goal of empowering women and supporting the creative industries.

Speaker Wetang’ula signed the committee report on April 15, 2025.

A stamp confirming its receipt by the National Assembly on the same date made the recommendations official.

The nominations now await final approval by the full National Assembly before the two can officially assume office.
