Kenya better under Ruto as devolution delivers change- Deputy Gov't Spokesperson

Muthuma described devolution as one of the best ideas in Kenya’s history, adding that several governors have done well in managing county affairs
Deputy Government Spokesperson Gabriel Muthuma has defended the government’s track record, saying devolution and President William Ruto’s reforms are bearing fruit and improving the lives of Kenyans.
Speaking on Radio Generation’s People’s Breakfast Show, Muthuma described devolution as one of the best ideas in Kenya’s history, adding that several governors have done well in managing county affairs.
"Devolution remains one of Kenya's best ideas, but counties must be held accountable so that public resources truly benefit citizens," Muthuma said.
However, he said some counties still need tighter checks to ensure taxes are not wasted. According to him, the heart of devolution was to make sure resources bring real economic and social value to citizens.
He praised President Ruto’s leadership, citing the transformation of Mukuru kwa Njenga from an informal settlement to affordable housing as a clear sign of progress.
He added that the cost of living has started to ease, with food prices dropping and fuel costs stabilizing, making life better for ordinary Kenyans compared to before.
"The drop in food and fuel prices is not by chance; it's the result of deliberate government policies to ease the cost of living," he explained.
Muthuma stressed that such changes, though sometimes gradual, show that the country is moving in the right direction under Ruto’s administration.
The Deputy Spokesperson noted that the government’s economic policies are aimed at ensuring every Kenyan feels the difference in their day-to-day life.
Muthuma also pushed back against claims from the opposition that the President does not take advice, dismissing the remarks as a weak narrative meant to score political points.
He said the President is open to ideas and consults widely before making key decisions.
On the growing use of propaganda in politics, the Deputy Spokesperson said misinformation will always exist because some leaders rely on it for political mileage.
"Propaganda will always exist in politics but Kenyans should focus on the real progress being made from housing projects to universal health care," he added.
He urged Kenyans not to be distracted but to focus on the real gains being made in areas such as universal healthcare.
He explained that reforms are on course and that the government is determined to make quality healthcare affordable and accessible to every Kenyan.
Muthuma stressed that accountability remains key for both national and county governments, saying devolution can only succeed if leaders remain responsible with public resources.
He urged Kenyans to recognize the progress already being made instead of being swayed by constant political rhetoric, adding that the real test of leadership is in the visible changes transforming lives.
