Education, Healthcare, and Security get funding boost as Ruto signs budget bill

President William Ruto has signed into law the Supplementary Appropriation Bill (National Assembly Bill No. 8 of 2025), allocating billions of shillings to critical sectors, with education receiving the largest share.

The bill, passed by the National Assembly on March 14, directs Sh18 billion to the Teachers Service Commission (TSC) to cover insurance shortfalls, teacher promotions, and personnel emoluments.

Universities will receive Sh16 billion, including Sh4.2 billion for implementing the Universities Collective Bargaining Agreement.

An additional Sh8 billion is allocated to Technical and Vocational Education and Training (TVET), while Sh600 million will support the School Feeding Programme.

Speaking at State House, Nairobi, on Tuesday after signing the bill, President Ruto said the allocations are meant to drive education reforms and improve learning across the country.

“We have made available additional resources to facilitate ongoing reforms in the education sector. This funding will ensure a more robust and equitable education system for all Kenyan students,” he said.

Beyond education, the bill directs Sh1.5 billion to recapitalize the Kenya Medical Supplies Authority (KEMSA) and Sh3 billion to the Primary Healthcare Fund.

The security sector will receive Sh7.5 billion, with Sh5 billion going toward police insurance.

In the agriculture sector, Sh6.6 billion has been allocated to the subsidized fertilizer programme, while Sh1.2 billion will support county aggregation and industrial parks.

Other allocations include Sh3.7 billion for the Equalization Fund, Sh370 million for land resettlement, Sh1 billion for the Thwake Dam project, and Sh700 million to New KCC for milk mop-up operations.

In addition, President Ruto expressed confidence that the funds would enhance service delivery and economic growth.

“We are committed to expanding economic opportunities and fostering sustainable partnerships, and these agreements will go a long way in ensuring mutual prosperity,” he said.
