Counties plot national rollout of free school meals

Governors are advancing plans for a national school feeding policy that not only targets hunger among learners but also strengthens local agriculture, sanitation, and food safety systems.

The comprehensive draft aims to create a uniform framework that counties can use to deliver sustainable, equitable, and community-driven feeding programmes for pre-primary learners.

The policy highlights key areas including sourcing food locally, improving water and hygiene facilities, and building proper kitchens and storage units to support large-scale meal preparation in schools.

“Post-devolution efforts to implement school feeding have faced challenges including limited funding, unclear policy frameworks, fragmented programmes, and inadequate institutionalisation—making them vulnerable to external shocks,” said Eric Mutai, chairperson of the Council of Governors Education Committee.

To counter these issues, the policy recommends the use of local farmer cooperatives and agricultural development initiatives to supply food, helping boost rural economies while ensuring consistent meal supply to schools.

It also introduces the concept of school gardens and agricultural clubs, allowing learners to participate in growing food and building a culture of sustainability and self-reliance within schools.

Standardised infrastructure is another major focus, with the policy pushing for uniform kitchens, secure food storage, and clean dining areas across all counties. Water, sanitation and hygiene upgrades are included to support health and food safety.

The draft also calls for mandatory training and certification of food handlers to maintain high nutritional standards and prevent contamination.

Beyond infrastructure and meals, the policy emphasises engaging communities through forums, meal committees, and feedback systems that involve all stakeholders, including marginalised groups. This is meant to increase transparency, local ownership, and accountability.

Additionally, the policy will be integrated into County Integrated Development Plans with secure funding mechanisms such as capitation grants and county-specific budget lines.

“We will not rest until every county government is equipped with the necessary policy guidance to implement robust school feeding programmes,” Mutai said, reaffirming the council’s commitment during a consultative forum in Kisumu.

He added, “I urge all partners to ensure the draft model policy reflects the collective strength of all 47 counties. No child, regardless of their background, should be left behind due to hunger.”
