State moves to operationalise Sh1.2 billion police hospital

The long-awaited National Police Service Referral Hospital in Nairobi is finally set to begin operations after a top-level meeting between health authorities and police leadership aimed at unlocking the long-stalled project.

The hospital, which cost Sh1.2 billion and was launched in 2021, has remained idle despite being fully constructed.

On Tuesday, Health Cabinet Secretary Aden Duale hosted Inspector General Douglas Kanja and other senior officials to discuss plans to fast-track its opening and resolve the bottlenecks that have hindered progress.

“Our discussions centered on fast-tracking the hospital’s opening, exploring efficient management models, and enhancing the welfare of NPS personnel through improved healthcare access,” said Duale.

The CS confirmed that the Ministry of Health would fully equip the Level 4 facility through the National Equipment Services Programme (NESP) to ensure it meets the healthcare needs of police officers and their dependents.

He emphasised that the hospital would offer access to advanced medical technology and quality healthcare services.

The hospital has a bed capacity of 150, space for four ambulances, 20 staff vehicles, and parking for 50 public vehicles.

Once operational, it is expected to serve more than 100,000 police officers and their families, further supporting the government’s Universal Health Coverage (UHC) agenda by expanding access to specialised care.

During an inspection in April 2025, the National Assembly’s Committee on Administration and Internal Security found the facility ready for use but flagged delays due to financial constraints.

Reports showed that an outstanding balance of Sh833 million was still owed to the contractor from the total cost of the project.

Inspector General Kanja welcomed the progress being made, saying the hospital’s opening marks a major step in improving the welfare and working conditions of police officers. He also commended the ministry for its ongoing reforms in the health sector.

The meeting was also attended by Medical Services Principal Secretary Ouma Oluga, Director General for Health Patrick Amoth, Digital Health Agency acting CEO Anthony Lenayara, Deputy Inspector General Gilbert Masengeli, and Principal Administrative Secretary Bernice Sialaal.
