House clears envoys and Registrar of Political Parties after vetting

With the National Assembly’s endorsement, President William Ruto will now proceed with the formal appointment and gazettement of the nominees.

The National Assembly has given the green light to 11 nominees, endorsing their appointments as foreign envoys and top officials at the Office of the Registrar of Political Parties (ORPP), after they were successfully vetted by House committees.

The National Assembly first endorsed nine candidates for ambassadorial, high commissioner, and consul-general roles, acting on the report tabled by the Committee on Defence, Intelligence, and Foreign Relations.

"Taking into consideration the findings of the Departmental Committee on Defence, Intelligence and Foreign Relations in its Report on the Approval Hearings of nine (9) Nominees for Appointment as High Commissioner, Ambassador and Consuls-General, laid on the Table of the House on Tuesday, 23rd September 2025, and pursuant to the provisions of Article 132(2)(e) of the Constitution, section 20(2) of the Foreign Service Act, Cap. 185E and sections 3 and 8 of the Public Appointments (Parliamentary Approval) Act, Cap. 7F, this House approves the appointment of the following persons," the notice read.

Among those cleared is former Labour Cabinet Secretary Florence Chepngetich Bore, who will head the Namibian mission as High Commissioner in Windhoek.

Others approved to take up ambassadorial roles include former Public Service Commission Director Anthony Mwaniki Muchiri for Turkey, Lucy Kiruthu for Thailand, Henry Wambuma for Burundi, Abdirashid Salat Abdille for Indonesia, Joseph Musyoka Masila for Saudi Arabia, and Edwin Afande for Austria.

Additionally, Jayne Jepkorir Toroitich was approved as Consul-General to the United Arab Emirates, while Judy Kiaria Nkumiri will serve in the same role in the Democratic Republic of Congo.

In a separate approval, MPs endorsed John Cox Lorionokou as the next Registrar of Political Parties, alongside Agatha Wanjiku Wahome as the Assistant Registrar. The nod followed a report presented by Justice and Legal Affairs Committee chair George Murugara, who confirmed the nominees’ competence.

"The approval hearings were exhaustive. We were able to ascertain the nominees’ academic qualifications, proven knowledge, and relevant experience in their fields," Murugara told the House.

Lorionokou now steps in to replace Ann Nderitu, who was recently appointed a commissioner at the Independent Electoral and Boundaries Commission (IEBC). Since mid-July, Sophia Sitati has been holding the position in an acting capacity.
