Isiolo, Marsabit courts among 42 to be digitised in Sh250m tech upgrade

Courts in Isiolo, Marsabit, and 40 other locations across 28 counties will be digitised under a Sh250 million plan to enhance efficiency in the justice system by introducing electronic case management, video hearings, and better internal communication.

The Judiciary, in partnership with the Communications Authority of Kenya (CA), launched the initiative at Msambweni Law Courts in Kwale County, aiming to cut down on physical court attendance and boost access to justice, especially in remote and underserved areas.

The new technology will allow court processes such as plea-taking and bail applications to be handled virtually, easing the burden on litigants who often travel long distances.

It also introduces local area networks (LANs) in targeted courts to enable faster communication among judicial staff and stakeholders.

Chief Justice Martha Koome said the initiative supports the Judiciary’s ongoing reforms under the Social Transformation through Access to Justice (STAJ) programme.

“This launch is a critical milestone in our journey of Social Transformation through Access to Justice (STAJ). We are committed to building a modern, people-centred justice system that leverages technology to deliver timely and efficient services,” she said.

Information, Communications, and the Digital Economy Cabinet Secretary William Kabogo linked the programme to the government’s Bottom-Up Economic Transformation Agenda (BETA), which focuses on narrowing service delivery gaps and driving development through digital solutions.

CA Director-General David Mugonyi said the project is funded through the Universal Service Fund (USF), which has so far helped connect nearly 800,000 Kenyans to mobile networks and turned 56 public libraries into digital hubs since 2018.

“Through this partnership, we are empowering the Judiciary with the digital tools necessary for better service delivery,” said Mugonyi.

USF Advisory Council Chairperson James Ongwae said the fund’s strategy for 2023–2027 focuses on expanding digital infrastructure, improving digital skills, and making devices more affordable.

“The fund is not only investing in connectivity but also in the skills and tools that ensure no Kenyan is left behind,” Ongwae said.

Courts targeted in this phase include those in Meru, Isiolo, Turkana, Bungoma, Kilifi, Marsabit, and Nyamira. Officials say the plan will reduce case backlogs, increase transparency, and make the justice system more responsive to public needs.

The project is also part of a wider government initiative to expand the country’s digital infrastructure, including laying 2,500 kilometres of fibre optic cable in 19 counties to boost internet connectivity across Kenya.
