Audit report points to worsening conditions in several prisons

The report by Auditor General Nancy Gathungu highlights the infrastructure failures at Kitengela Main, Nairobi Remand, Thika Main, and Kwale Main prisons.

At Nairobi Remand, inmates endure rainwater seeping into their cells, while at Kitengela, stored food faces contamination risks due to leakages in the ration store.

“There is a possibility of contamination of the stored food items due to contact with rainwater from the leaking roof,” the report warns, pointing to the health dangers posed by the deteriorating facilities.

Kwale Main Prison has yet to repair a large hole in one of its buildings following a partial roof collapse in November 2021, leaving prisoners vulnerable to the elements.

The report questions why the Correctional Services department has failed to address the issue after more than two years.

At Thika Main Prison, staff struggle with leaking roofs, cramped office spaces, and poor ventilation, making their working conditions difficult.

The crisis extends beyond prisons, as the Prisons Staff Training College also suffers from cracked floors and broken pavements due to years of neglect.

Despite the urgent need for repairs, the audit found that no funds were allocated for maintenance in the June 30, 2024, budget.

Meanwhile, Sh570 million worth of construction projects meant to improve conditions have stalled, with taxpayers potentially losing Sh228 million already spent on incomplete work.

As conditions continue to deteriorate, questions are mounting over the management of prison funds and the government's commitment to improving correctional facilities.
