Public participation on Isiolo Governor’s impeachment set for June 18

In a notice issued by the Clerk of the County Assembly, residents and stakeholders have been invited to provide oral and written submissions regarding the motion, which seeks the governor’s removal from office under Article 181 of the Constitution of Kenya.

Residents of Isiolo County have been invited to submit their views on the planned impeachment of Governor Abdi Ibrahim Hassan (Guyo) during public participation forums scheduled across all wards on Wednesday, June 18.

The forums were announced after a notice of motion to impeach the governor was formally tabled at the County Assembly on June 10 by Sericho MCA Abubakar Godana.

The motion has been backed by 16 out of 18 ward representatives.

Godana listed abuse of office, financial mismanagement and gross misconduct as key reasons for seeking the governor’s removal.

“The Governor has violated the Constitution, misused public funds and disrespected oversight institutions,” states the motion.

In line with constitutional and legal provisions, the Assembly will collect both oral and written submissions from the public during the ward-level sessions, all of which begin at 10 am.

In Chari Ward, forums will be held at Bilio Social Hall, Cherab Ward Office, and Ngare Mara Catholic Hall.

Burat Ward will hold its session at the Ward Office.

In Oldonyiro, the meeting will be at the Oldonyiro Social Hall.

Wabera Ward residents will gather at the Wabera Centre, while in Bula Pesa, the venue is Waso Primary School.

Kina Ward will host its forum at the Kina Social Hall.

In Garba Tulla, residents will meet at the Garba Tulla Social Hall, and in Sericho Ward, the session will be held at the Sericho Social Hall.

Written submissions can be delivered to the Clerk’s office at the County Assembly, sent by post to P.O. Box 195-60300 Isiolo, or emailed to [email protected].

The deadline for written views is Wednesday, June 18 at 4:30 pm.

“The law requires public involvement in all key decisions, and this process will ensure citizens have their say,” the Assembly stated.

The Assembly will then hold a special sitting on Friday, June 20 at 10:00 am to consider the impeachment motion.

According to the motion, the governor is accused of presiding over a failing financial system, ignoring legal and Assembly directives, using public threats, and running county affairs from Nairobi.

“The County’s debt has ballooned due to poor management and refusal to act on Assembly resolutions,” reads part of the motion.

He is also accused of hiring an excessive number of advisors and chief officers, failing to renew contracts fairly, and making abusive public remarks.

“The governor has failed to uphold leadership standards and continues to use language that demeans the office he holds,” states the document.
