IPOA chair Issack Hassan dismissed claims that he or the authority's CEO had interrogated the Deputy IG, clarifying that the questioning was conducted by the authority’s technical investigation team.

Investigations into the controversial death of Albert Ojwang’ have intensified, with the Independent Policing Oversight Authority (IPOA) confirming that 22 police officers have so far been questioned, including senior commanders from Nairobi’s Central police station.

Ojwang’, a teacher and blogger, died in police custody on June 8, triggering national outrage and protests demanding accountability.

On Friday, IPOA chairperson Isaak Hassan provided an update, revealing that Deputy Inspector General of Police Eliud Lagat became the latest to appear before the authority on Thursday.

Lagat’s statement follows those recorded from former Central OCS Samson Talaam, Deputy OCS Samuel Ng’ang’a, and Constable James Mukhwana.

“Following miscellaneous applications by Ipoa, the courts have determined that all suspects be held for a longer time to allow the authority to conclude investigations,” Hassan said.

Ojwang’ was reportedly arrested on June 7 in Homa Bay and brought to Nairobi after allegedly posting online content deemed defamatory by Lagat.

A postmortem revealed he was assaulted and strangled while in a cell at Central police station. The findings fuelled public anger and widespread calls for justice from citizens, leaders, and international partners.

Responding to media reports, Hassan dismissed claims that he or IPOA's CEO had interrogated the Deputy IG, clarifying that the questioning was conducted by the authority’s technical investigation team.

“It is crucial that the media upholds the principles of accuracy, fairness, and respect when profiling the authority board and staff,” he said.

He urged media outlets to refrain from sensationalising the investigation due to the high public interest, and reaffirmed IPOA’s commitment to a professional and impartial inquiry.

Hassan also addressed concerns over Talaam’s mobile phone, confirming that the device had been lawfully seized by forensic officers and is being securely held.

He refuted allegations that the phone remained in use while the officer was in custody.

“The authority has also written to DCI to look into the allegations made, which have yet to be substantiated,” he said, adding that the Directorate of Criminal Investigations will file a report in court by July 1.

The authority has come under immense public pressure to ensure accountability in the case, which has drawn condemnation from Kenyan leaders and foreign missions, including the United States and United Kingdom, both of which have demanded justice.

DIG Lagat stepped aside earlier in the week to facilitate investigations into Ojwang’s death.

“The authority is committed to investigating in an independent, impartial and expeditious manner,” Hassan assured.
