Attorney-General Dorcas Oduor has constituted a new task force to finalize the development of the National Council on the Administration of Justice (NCAJ) Bill.

The move has been effected through a gazette notice.

The AG stated that former Commissioner at the Kenya National Human Rights Commission, Jedidah Waruhiu, will chair the task force.

Members include Lady Justice Patricia Nyaundi, Dr. Moses Marang’a, Muciimi Mbaka and Mary Wairagu.

Others are Samson Maundu, Mary Kitegi and Scholastica Mbilo, among other legal practitioners from across the justice sector.

“The Task Force shall finalise its task within a period of one year from the date of publication of this notice or such longer period as the Attorney-General may, by notice on the Gazette, prescribe,” reads the notice.

The team has been tasked with completing the legislative framework to institutionalize the NCAJ, a multi-agency body formed to coordinate justice delivery across Kenya’s courts, police, prisons, and legal aid networks.

The previous task force's term had lapsed in October 2023.

Among its terms of reference are conducting public participation, refining the draft bill, and submitting a final report to the Attorney-General within one year.

The secretariat will be based at the National Council for the Administration of Justice offices on Ralph Bunche Road, Nairobi.

“The Task Force shall submit its report together with a draft Bill to the Attorney-General at the end of the period specified in paragraph,” the gazette reads further.
