Isiolo County Assembly Speaker Mohamed Roba Quto has secured anticipatory bail from the High Court, protecting him from arrest over unspecified allegations pending potential charges.

In a ruling issued Friday, the court directed Quto to deposit a cash bail of Sh100,000 by the end of the day.

It also ordered that he present himself to the Officer Commanding Station (OCS) at Isiolo Police Station every two weeks, effective immediately, for a period of up to 90 days or until charges, if any, are formally filed.

If he is charged within that period, Quto will be required to appear in court to take plea, and the deposited bail will be refunded. Until then, the court ruled, he cannot be arrested in relation to the anticipated charges, provided he meets the bail conditions.

The development comes amid rising tension within Isiolo County’s political landscape, with speculation mounting over alleged administrative and financial misconduct in the County Assembly.

Through his legal counsel, Danstan Omari, Quto told the court he had received credible information from insiders within both the County Government and the National Police Service indicating that plans were underway to arbitrarily arrest him on orders allegedly issued by Governor Abdi Guyo or his associates.

According to the court filings, the Speaker claimed the arrest was intended to thwart a County Assembly session scheduled for Thursday, June 26, 2025, during which an impeachment motion against Governor Guyo was expected to be tabled.

Quto maintained that no summons or inquiry had been made by police or investigative agencies linking him to any criminal activity, terming the looming arrest “illegal, politically instigated, and in bad faith.”

“The Speaker has faced sustained intimidation from the Governor and his allies in an apparent bid to sabotage the Assembly’s oversight role,” reads part of the application.

He argued that the threats posed a real and immediate danger to his personal freedom and constitutional rights, prompting the urgent court intervention.

The High Court’s decision now temporarily shields the Speaker from what he alleges to be an orchestrated attempt to silence him amid a high-stakes political standoff in Isiolo County.
