President Ruto makes key appointments to strengthen police reform

The President named Peris Muthoni Kimani and Benjamin Juma Imai under Article 246(2)(a)(ii) of the Constitution, and Prof Collette A. Suda under Article 246(2)(a)(iii), as the newest members of the commission.
President William Ruto has appointed three individuals to serve as commissioners of the National Police Service Commission for a term of six years, as part of efforts to strengthen police oversight and reform.
Through a gazette notice dated June 27, 2025, the President named Peris Muthoni Kimani and Benjamin Juma Imai under Article 246(2)(a)(ii) of the Constitution, and Prof Collette A. Suda under Article 246(2)(a)(iii), as the newest members of the commission.
The appointments follow a public vetting process by the National Assembly’s Administration and Internal Security Committee, where the three nominees pledged to push for reforms, accountability, and improved public confidence in the police service.
“We must restore confidence in the police,” said Prof Suda during the vetting. Peris Kimani added, “We are ready to serve without bias.”
The committee questioned them on matters such as police brutality, extrajudicial killings, bribery, and growing mistrust in the force. MPs also raised questions about their wealth declarations.
Prof Suda declared a net worth of Sh175 million, Kimani Sh50 million, and Juma Sh27 million, totaling Sh252 million. Some members of the committee questioned whether this could affect their impartiality in an institution struggling with corruption.
Meanwhile, the Cabinet Secretary for National Treasury and Economic Planning, John Mbadi Ng’ongo, has revoked the appointment of Wycliffe Wafula Wangamati as Chairperson of the Public Service Superannuation Fund Board of Trustees.
The revocation takes effect from June 27, 2025, according to a notice published on the same day.
Separately, the Ministry of Information, Communications and the Digital Economy has made new appointments to the Media Council of Kenya’s Complaints Commission.
Lucy Minayo Lugatia and Anthony Nzau Musau have been named as commissioners for a three-year term starting May 15, 2025.
