HELB unveils special loan scheme for civil servants to advance studies

The loan offers up to Sh500,000 per year without processing fees
The Higher Education Loans Board (HELB) has opened applications for a new loan aimed at helping civil servants pursue further education. The initiative, part of the Training Revolving Fund, targets employees of national and county governments, the Teachers Service Commission (TSC), and the National Police Service.
"This fund is set aside for the Ministry of Public Service to work in collaboration with HELB for Civil Servants in the National Government, County Governments, National Police Service, and Teachers Service Commission (TSC) to pursue Certificate, Diploma, Higher National Diploma, Master's, PhD, and Professional courses," HELB said in a statement on Wednesday, August 12.
The loan offers up to Sh500,000 per year without processing fees. HELB said repayments can be spread over 72 months through a check-off system, and the loan carries a 4 percent interest on a reducing balance.
Eligibility Criteria for Applicants
Civil servants seeking the loan must have an admission letter from a recognized Kenyan university or training institution. They are also required to submit certified copies of their three most recent payslips, showing net pay above one-third of their basic salary. Copies of their National ID and KRA PIN are also required.
Applicants must provide two guarantors employed within the civil service, along with copies of their National IDs. The application package should also include recent coloured passport-size photographs.
How to Apply
The application is done online through the HELB student portal:

Create an Account: Applicants register using their National ID and email, and verify their account via an activation link.

Complete Profile: Applicants fill in personal and educational details and upload the required supporting documents.

Fill Out Application Form: Select "Civil Servants Training Revolving Fund," accept terms and conditions, and provide employment and guarantor details.

Submit Application: The completed online form must be printed, signed, and stamped by the relevant authorities, attached with supporting documents, scanned into a single PDF, and emailed to HELB.
This initiative is expected to make advanced education more accessible to civil servants, helping them enhance skills while managing repayment over time.
