State disburses Sh881 million to support 440,000 vulnerable households

At least 440,537 households are set to benefit from the Government’s disbursement of Sh881 million under the Cash Transfer for Orphans and Vulnerable Children (CT-OVC) Programme for the August 2025 cycle. 

The Ministry of Gender, Culture and Children Services, through the State Department for Children Services, announced that each household will receive Sh2,000, with payments commencing on September 29, 2025, via the eCitizen platform. 

In a statement released on September 29, 2025, Principal Secretary for Children Services, Carren Ageng’o, said the initiative is part of the government’s broader Inua Jamii social protection agenda.  

“The CT-OVC Programme is designed to encourage the fostering and retention of orphans and vulnerable children within their families and communities, while also promoting their human capital development,” she said. 

The funds are expected to ease financial pressure on beneficiary households, many of which struggle to meet basic needs.  

According to the Ministry, the programme specifically supports improved enrolment and transition in education, better health and nutrition outcomes, enhanced food security, and stronger child protection mechanisms. 

Beneficiaries will access the money directly through digital platforms, eliminating middlemen and ensuring efficiency. 

The CT-OVC Programme remains one of the country’s flagship safety nets, targeting households caring for orphans and vulnerable children, many of whom would otherwise lack access to adequate support.  

By prioritizing social protection, the government hopes to break cycles of poverty and vulnerability, while laying the foundation for inclusive growth. 

With the September 2025 payment, the State Department has reaffirmed its commitment to ensuring that no child is left behind in the journey toward education, nutrition, and protection. 

The Cash Transfer for Orphans and Vulnerable Children (CT-OVC) Programme was launched in Kenya in 2004 by the government with support from Development Partners (like UNICEF and the World Bank) in response to the HIV/AIDS epidemic. 

Its main goal is to provide regular cash transfers to ultra-poor households caring for orphans and vulnerable children to foster their retention within families, promote human capital development, and improve well-being.
