IEBC concludes candidate registration, sets new rules for November by-elections

The Independent Electoral and Boundaries Commission (IEBC) has completed the registration of candidates ahead of the November 27, 2025 by-elections and released a fresh set of guidelines on the management of nomination disputes.

The Commission said the registration exercise, which covered 24 electoral areas, officially closed on October 9, paving the way for campaigns to begin and for disputes to be handled within a defined timeframe.

According to the directives issued by Chairperson Erastus Edung Ethekon, any nomination disputes must be resolved within ten days of being lodged and not later than October 21, 2025.

The Commission stated that all hearings will take place at venues it designates, and complainants will be notified through email or telephone.

IEBC explained that complaints may be filed either physically at Anniversary Towers or electronically through its official emails, info@iebc.or.ke and ppl@iebc.or.ke.

The Rules of Procedure on Settlement of Disputes and the Statutory Complaint Form are also available on the Commission’s website to guide those seeking redress.

In its communication, IEBC reminded all candidates to conduct peaceful campaigns and observe the electoral code of conduct at all times.

“Candidates are urged to strictly adhere to the code of conduct during the electioneering period,” the Commission stated. Campaign activities, it said, will be allowed only between 7 a.m. and 6 p.m. each day and must end on Monday, November 24, 2025 — 48 hours before voting day.

Ethekon assured Kenyans that preparations for the by-elections are on schedule, noting that the Commission has received the necessary financial support from the National Treasury.

“We would like to assure the country and citizens that all preparations are in top gear, and the resources we needed to conduct successful by-elections are now available to us,” he said.
