Mandera Deputy Governor takes over as Mohamed leaves for Hajj

In an official communication to county leadership and staff, Governor Mohamed announced he would be away from both Mandera County and the country until June 17.
Mandera Deputy Governor Ali Maalim Mohamud has officially assumed the role of acting governor following the departure of Governor Mohamed Adan Khalif, who left the county on May 28 to undertake the Hajj pilgrimage in Saudi Arabia.
In an official communication to county leadership and staff, Governor Mohamed announced he would be away from both Mandera County and the country until June 17.
He designated his deputy to act on his behalf during the period of absence, in line with Article 179(5) of the Constitution of Kenya and Section 32(2) of the County Governments Act.
The governor said the handover was necessary to ensure continuity in governance and the smooth running of county affairs while he fulfils his religious obligations.
However, the acting governor will operate with limited executive powers as guided by the law.
"In accordance with Section 32(4) of the County Governments Act, the Deputy Governor, while acting as Governor, shall not exercise powers that are restricted by the Constitution or any written law, including the appointment or dismissal of County Executive Committee Members or other public officers, as are assigned to the governor," the governor stated.
Ali, in a statement acknowledging the assignment, confirmed receipt of the official delegation and committed to perform the duties within the bounds of the Constitution and the County Governments Act.
He pledged to uphold the rule of law and maintain good governance during the governor’s absence.
Copies of the communication were also shared with the Council of Governors and the county commissioner to formalise the transition.
Ali is expected to focus on maintaining stability, ensuring service delivery, and coordinating county operations until Governor Mohamed returns on June 17.
