Ruto, Raila unveil five-member team to steer UDA-ODM deal and NADCO report

President William Ruto and Raila Odinga have unveiled a five-member team to oversee the execution of a political cooperation deal between UDA and ODM, alongside the implementation of the NADCO report, as part of a wide-ranging reform agenda agreed in March this year.
The new committee will be chaired by Agnes Zani, with members Gabriel Oguda, Javas Bigambo, Fatuma Ibrahim and Kevin Kiarie.
The formation of the committee announced on Wednesday marks a key step in actualising the 10-point agenda contained in the Memorandum of Understanding (MoU) signed between the two parties on March 7, 2025.
The agreement, spearheaded by Ruto and Raila as party leaders, was framed as a national cooperation framework to address long-standing political, economic, and constitutional challenges in the country.
The 10-point agenda covers issues such as full implementation of the NADCO report, inclusivity in public life, strengthening devolution, empowering the youth, leadership and integrity, the right to peaceful assembly and compensation for victims of protests, national debt, fighting corruption, curbing wastage in government, and upholding the sovereignty of the people, rule of law, and constitutionalism.
To support the work of the newly formed committee, UDA and ODM have also established a joint secretariat that will be co-led by Executive Secretaries from both parties. The two parties will fully fund and facilitate the work of the team.
The committee is expected to begin work immediately and conduct extensive consultations with a wide range of stakeholders, including citizens, government institutions, independent commissions, civil society, religious leaders and the private sector. This is aimed at ensuring the process reflects the diversity of views across the country.
The committee will submit progress reports to the Principals (President William Ruto and Former Prime Minister Raila Odinga) every two months and to a joint Kenya Kwanza-ODM Parliamentary Group every quarter.
The first joint PG meeting is scheduled for August 18. A final report on the status of implementation will be made public on March 7, 2026, one year after the signing of the MoU.
