CAF limits Kasarani crowd to 27,000, orders e-tickets for Harambee Stars CHAN matches

The Confederation of African Football (CAF) has ordered that only 27,000 fans be allowed into Moi International Sports Centre, Kasarani, for Harambee Stars’ home matches, citing repeated security failures during the ongoing CHAN 2024 tournament.

The figure represents 60 per cent of the stadium’s capacity and takes effect immediately.

The move follows Kenya’s failure to address crowd control problems witnessed during Sunday’s match against Morocco, despite earlier warnings and a Sh2.5 million fine for similar lapses in the opening fixture against the Democratic Republic of Congo on August 3.

In a statement released on Monday evening, CAF detailed several breaches, including fans without tickets and those carrying government-issued paper tickets forcing their way through gates, breaking perimeter fences, and overwhelming security at exit points.

The body also noted that crowd control collapsed at Ngomongo roundabout, leading to uncontrolled entry through multiple gates at the stadium.

Other incidents cited were the use of tear gas and flash grenades by police, reports of live ammunition being fired near fans and staff, stone-throwing at security officers, unsafe vehicle movement in areas meant for spectators, inadequate police response, lack of medical incident reports, and poor communication and CCTV coverage at key entry points.

CAF has now banned thermal paper tickets and restricted entry to holders of electronic tickets only. It has also directed the Local Organising Committee and government to mount a public awareness campaign on safety rules and entry requirements.

“As a result, CAF is mandating the following measures for all upcoming Kenya home matches at Kasarani: Maximum 60 per cent stadium capacity (27,000 tickets),” the statement reads. “Entry strictly limited to electronic ticket holders; thermal tickets prohibited. LOC and government to launch a public media campaign reinforcing safety protocols and entry requirements.”

CAF warned that ignoring the new directives could lead to stiffer action. “CAF expects full and immediate compliance with these directives. Failure to implement them may result in more serious sanctions, which may include the consideration of alternative venues for future matches of the Host Team,” it said.

“We trust these measures will be applied swiftly to protect competition's integrity, ensure fan safety and uphold confidence in Kenya's commitment to the Tournament.”
