Ruto makes new appointments of parastatal board chairs

At the Kenya National Shipping Line, Ruto re-appointed Levi Franklin Mghalu as the Non-Executive Chairperson of the Board of Directors
President William Ruto has made a fresh round of appointments to key parastatal boards as part of his administration’s effort to reinforce leadership and boost performance in public institutions.
According to a gazette notice dated August 15, 2025, John Antira Ketora has been appointed as the Non-Executive Chairperson of the Board of the Jomo Kenyatta Foundation.
His term will last three years, effective immediately.
The foundation plays an essential role in supporting education through scholarships and publishing services.
At the Kenya National Shipping Line, Ruto re-appointed Levi Franklin Mghalu as the Non-Executive Chairperson of the Board of Directors. Mghalu, who has previously held the position, will continue in the same role for another three-year term.
In the same notice, James Onyango Owino was named the new Non-Executive Chairperson of the Commission for University Education.
His appointment also takes effect on August 15 and will run for three years.
These appointments are part of a broader effort by the government to reorganize leadership across state agencies and enhance service delivery.
Separately, Trade Cabinet Secretary Lee Kinyanjui appointed Antony Mwangi to the Board of Directors of the Kenya Investment Authority, replacing Peter Maina Gachunga, whose appointment was revoked.
CS Kinyanjui also appointed Joyce Kiprop Cheruiyot to serve on the Special Economic Zones Authority for a three-year term, while reappointing Philip Coulson to continue serving in the same institution.
In the agriculture sector, Cabinet Secretary Mutahi Kagwe appointed Bernard Mpayakuo Kaparo as a member of the Board of Trustees of the Commodities Fund. His term will run for three years.
From the Ministry of Education, Cabinet Secretary Julius Migos Ogamba made three appointments.
He appointed Aaron Iltele Lesiantam and Racheal Njenga to the Board of Trustees of the President’s Award, and Awuor Kennedy Otieno to the Board of Directors of the National Biosafety Authority.
At the Ministry of East African Community Affairs, Cabinet Secretary Beatrice Asukul appointed Margaret Lotukoi Nasilo, Hussein Dida Sora, and Alex Kiratu to the Board of the Tana and Athi Rivers Development Authority.
In the health sector, Cabinet Secretary Aden Bare Duale appointed Olick Nereah Anyango to the Board of Kenya BioVax Institute Limited. Her term will also span three years.
Cabinet Secretary for Gender, Culture and Children Services, Hannah Cheptumo, reappointed Dorcas Obwa and Mohammed Abdi Werer as members of the Kenya National Library Services Board. They will serve for another two-year term.
Water Cabinet Secretary Eric Muuga made several board changes under his docket.
He appointed Dancun Gituma to the National Water Harvesting and Storage Authority while revoking the appointment of Simon Ngugi Mwihaki.
However, Ngugi was immediately appointed to a different role—he will now serve on the Board of the National Irrigation Authority for a three-year term. Muuga also appointed Jane Wambui Mucheru to the Board of Directors of the Athi Water Works Development Agency.
