Senate probes disappearances of young fishermen around Lake Nakuru

The Senate has launched investigations into a disturbing wave of disappearances involving young fishermen operating around Lake Nakuru, amid claims of abductions and abuse linked to security officers.

This comes after the Senate’s National Security, Defence and Foreign Relations Committee received a petition accusing security agencies, particularly Kenya Wildlife Service officers, of involvement in a string of forced disappearances and acts of torture targeting the fishing community.

Senate Speaker Amason Kingi, while addressing the House, said, “Pursuant to Standing Order No 238(1), I commit the petition to the Standing Committee on National Security, Defence and Foreign Relations for its consideration.” He added that the committee is expected to present its findings within 60 days.

The petition was filed by Tom Mboya Ochieng’, the chief executive officer of Gaplink International, a civil society organisation based in Nakuru.

Ochieng’ painted a grim picture of increasing disappearances of young men, mostly fishermen, who have allegedly fallen victim to unlawful arrests and brutality.

“There are alarming reports of enforced disappearances and torture, pointing to a systemic pattern among fishermen in the region,” the petition states.

He cited several examples documented by human rights organisations and the media, including the case of Brian Odhiambo – a young fisherman who was last seen being taken into custody by Kenya Wildlife Service officers.

Odhiambo reportedly vanished on January 18 after a confrontation with KWS officers, an incident that sparked violent protests in Nakuru Town East lasting five days.

During the protests, sections of Lake Nakuru National Park were set ablaze by residents demanding Odhiambo’s release and action against those responsible.

“This situation has ignited fear and anger within the community, which believes Odhiambo’s case is not isolated,” said Ochieng’.

In response to the uproar, the Nakuru High Court ordered the Directorate of Criminal Investigations (DCI) Nakuru East Subcounty and the officer in charge of Lake Nakuru National Park to present either Odhiambo or his remains in court by January 28, 2025.

The order was issued after a petition by the Independent Medico-Legal Unit. Justice Julius Nangea also directed the DCI to personally appear in court on the same day.

According to Ochieng’, the case is part of a larger trend of violence and harassment directed at fishermen in Nakuru.

He said many have reported being threatened, beaten, and in some cases sexually assaulted, creating a climate of fear and insecurity within the fishing community.

The petition calls on the Senate to carry out a full inquiry into the alleged abductions and to hold Kenya Wildlife Service officers accountable where found culpable. It also recommends stronger engagement between KWS and local fishermen to address ongoing disputes over fishing rights.

“The Senate should review and recommend reforms to KWS policies and operational protocols to prevent abuse of power and enhance accountability,” said Ochieng’.
