Cabinet Secretaries approve appointments to strengthen State agencies leadership

The appointments are expected to enhance leadership capacity in these areas for the next three years.
A series of appointments and reappointments across key government agencies and institutions were officially confirmed effective August 8, 2025.
These leadership changes come as part of efforts to boost governance and operational efficiency in critical sectors such as education, water resource management, transport, agriculture, and communications.
The Ministry of Education, led by Cabinet Secretary Julius Migos Ogamba, announced the reappointment of Habat Sheikh Abdi as non-executive chairperson of the Kenya Institute of Special Education for three more years.
Prof. Stanley Khainga was also appointed as the non-executive chairperson of Kaimosi Friends University College’s Council. At Rongo University, Jones Musyoki Kimeu (CPA) took over a council seat previously held by Willy Kioko Malile.
In the transport sector, Alvin Habwe was reappointed as a member of the Kenya Railways Corporation Board for another three-year term, as approved by Cabinet Secretary Davis Chirchir.
Water agencies received several leadership confirmations from Cabinet Secretary for Water, Sanitation and Irrigation Eric Murithi Mugaa.
He reappointed Hafswa Abdalla Dele, Judith Wabosha Mwamburi, and Mohamed Masoud Mwahima to the Coast Water Works Development Agency Board. The Lake Victoria South Water Works Development Agency retained Millicent Oduor Olando and Mwita Maisoro, while the North Rift Valley Water Works Development Agency kept Dr. Sammy Letema and David Kipchirchir Kimetto in place.
Additionally, Mugaa appointed Stephen Kipkebut and Stellah Karimi Gituma to the Regional Centre on Groundwater Resources Education, Training and Research board.
New appointments also include Hared Singira and Anastacia Nyagaki Njoroge to the Tana Water Works Development Agency and Beatrice Mbete Musyoki to the Tanathi Water Works Development Agency.
In agriculture, Musa Abdullahi Sheikh (Engineer) was named a Trustee on the Commodities Fund board by Cabinet Secretary Mutahi Kagwe.
Changes in the communications sector included the revocation of Dr. Musangi Mutua’s appointment on the Communications Authority board, as announced by Cabinet Secretary William Kabogo Gitau.
These decisions follow the authority granted by sector-specific legislation: education appointments align with the Education (Kenya Institute of Special Education) Order and the Universities Act; transport appointments with the Kenya Railways Corporation Act; water agency appointments under the Water Act; agricultural appointments governed by the Crops Act; and communications sector changes through the Kenya Information and Communications Act.
The appointments are expected to enhance leadership capacity in these areas for the next three years.
