Evaleen Mitei appointed acting TSC CEO as Macharia begins terminal leave

Mitei takes over the role in an acting capacity as the recruitment of a new Commission Secretary and CEO remains suspended by the courts.
The Teachers Service Commission has appointed Evaleen Mitei as acting CEO following the start of terminal leave by Nancy Macharia, who is set to retire on June 30, 2025.
Mitei takes over the role in an acting capacity as the recruitment of a new Commission Secretary and CEO remains suspended by the courts.
In an internal memo dated June 1, 2025, Macharia informed staff that she had officially stepped aside to begin her leave.
She thanked colleagues for their support and urged them to work with her interim replacement.
"I am proceeding on Terminal Leave with effect from today, June 1, 2025, pending my retirement from the Teachers Service Commission on June 30, 2025, after serving the Commission in various capacities. In the meantime, note that the Commission has appointed Ms Evaleen Mitei, to act as the Commission Secretary/CEO pending the appointment of my successor. I urge you to accord her the necessary support," said Macharia.
Her exit comes as the Employment and Labour Relations Court in Mombasa put a halt to the ongoing recruitment process for the new CEO.
The court issued interim orders in response to a petition filed by Thomas Mosomi Oyugi, who challenged the recruitment criteria and claimed it breached the Constitution.
"The status quo that shall be obtained on May 27, 2025, at 5:10 pm, as regards the impugned process, shall be maintained till further orders of this court," ruled Justice Kebira.
Before the suspension, the Commission had called for applications through a notice published in MyGov, inviting qualified candidates to apply for the five-year position.
The successful candidate would be responsible for the implementation of Commission policies and strategies and for managing day-to-day operations.
"The Secretary shall be the Chief Executive Officer of the Commission responsible for the implementation of policies, decisions and strategies of the Commission," the advert read in part.
Applicants were required to submit their documents by May 27, 2025.
The role demands at least ten years of experience in education, public or human resource administration, or financial management, and candidates must meet Chapter 6 requirements of the Constitution.
The appointment of Mitei comes at a time when the Commission is under pressure over teacher management and education standards, with several ongoing policy reforms in the sector
