MPs endorse new framework to unify and accredit education qualifications

Parliament has endorsed new regulations designed to harmonise and accredit qualifications across all levels of education in Kenya, aiming to create a unified and credible system for recognising academic and professional credentials.

In a statement posted on August 12, 2025, Parliament announced that the Committee on Delegated Legislation, chaired by Ainabkoi MP Samuel Chepkonga, had reviewed and adopted the Kenya National Qualifications Framework (General) Regulations, 2025, after extensive consultations with education stakeholders.

During the committee session, Education Cabinet Secretary Julius Ogamba briefed members alongside Kenya National Qualifications Authority (KNQA) CEO Alice Kande and Council Chairperson Stanley Kiptis.

“The Committee on Delegated Legislation has considered and adopted new regulations aimed at creating a structured system for classifying qualifications across different levels of education,” the statement reads.

CS Ogamba said the revised draft incorporated lawmakers’ proposals from an April 1, 2025, meeting. “He defended the regulations, saying they would harmonise and standardise education and training, enabling the portability, mobility, and recognition of qualifications,” the statement adds.

Under Clause 26 of the regulations, a formal accreditation process will be established, requiring any foreign educational institution seeking to award qualifications in Kenya to be approved by the relevant regulatory body.

The regulations also set out a framework to quantify learning and progression in qualification awarding systems while recognising skills gained through non-formal and informal education.

The framework will introduce a national qualifications database and a central register for all accredited awarding bodies, allowing better tracking and verification of academic and professional records.

Following the committee’s endorsement, Parliament stated that members will now prepare a detailed report on the proposed regulations before presenting it to the House for debate and final approval.

“The Committee will now prepare a report on the proposed regulations before tabling it in the House for consideration,” the statement concludes.
