Principal Secretary for Medical Services Dr. Ouma Oluga said the clarification followed misreporting on the status of Universal Health Coverage (UHC) workers.
“The Cabinet Secretary’s statement on UHC staff addressed the conversion of workers from temporary contracts to permanent and pensionable terms. Separately, my letter to the Council of Governors CEO focused on verifying which staff are on duty and which are not, for purposes of payroll cleansing,” Dr. Oluga stated.
He emphasized that the two positions do not contradict each other but instead complement and reinforce one another as part of the government’s reform agenda to ensure transparency, accountability, and fairness in managing the UHC workforce.
According to the Ministry, the verification exercise is a routine and legally required process to safeguard public resources.
The PS assured that every legitimate UHC worker on duty will be duly paid and transitioned to PnP terms effective September 2025.
“We reaffirm that all legitimate UHC staff on duty will transition to Permanent and Pensionable terms effective September 2025,” said Dr. Oluga, adding that the Ministry remains committed to strengthening the health workforce as a key pillar of Taifa Care while safeguarding public resources.
His remarks followed Duale’s earlier statement, indicating that a verification exercise had confirmed 7,414 out of 7,629 UHC staff for transition.
According to the CS, 215 individuals failed to present themselves for the headcount, with some flagged as non-existent or unqualified health workers.
