EACC summons Garissa Governor over graft and hiring claims

Garissa Governor Nadhif Jama Adam has been summoned by the Ethics and Anti-Corruption Commission (EACC) over allegations of embezzling county funds and conducting irregular recruitment of staff.

In a letter dated August 19, 2025, the commission informed the governor that it is investigating suspected misuse of public resources and questionable hiring in the county between October 2022 and June 2024.

He has been directed to appear at the EACC’s Integrity Centre offices in Nairobi on August 25, 2025, at 10 am, for an interview and to record a statement.

The session is to be conducted by the Assistant Director of Macro Investigations, S. Cherpka. “The Commission is investigating allegations of embezzlement of public funds and irregular recruitment of employees by Garissa County Government from October 2022 to June 2024,” the letter reads in part.

It was signed by Paschal K. Mweu, the Director of Investigations, on behalf of the EACC Secretary and Chief Executive Officer.

The summons come just days after President William Ruto sharply criticised Members of Parliament for allegedly fuelling corruption by demanding bribes from Cabinet Secretaries and governors.

Speaking during the Devolution Conference in Homa Bay County, the President accused parliamentary committees of turning into centres of extortion rather than fulfilling their oversight mandate.

“There is something happening in parliament that must be called out. There is money being demanded from executives, from governors, from people in executive especially those who are for accountability,” Ruto said.

He went on to accuse unnamed committees of transforming into extortion rings, warning that the trend cannot be allowed to persist.

“It cannot continue to be business as usual. It cannot be that committees of parliament demand to be paid for them to write reports or look the other way,” he stated.

Alongside his criticism of Parliament, the Head of State also challenged the EACC to mount a stronger crackdown on corruption, signalling pressure on the agency to show results in the fight against graft.
