Guyo’s legal team fights back, cites court ruling and phantom assembly sitting

Isiolo Governor Abdi Guyo’s legal team has asked the Senate to immediately end his impeachment trial, arguing that the case before it is unlawful and supported by tampered documents that cannot be trusted.
During the hearing, Guyo’s lawyers, Eric Theuri, Elisha Ongoya, and Elias Mutuma, raised two major objections. First, they challenged the credibility of the Hansard provided by the County Assembly, calling it unauthentic and manipulated.
Second, they informed the Senate that a High Court had already nullified the entire impeachment process after the governor filed a constitutional petition.
“The judge made a determination that the motion and the purported debate were null and void,” said Ongoya. “There was a determination by a competent court that the motion is null and void. We beseech you—this motion before you is not known to law.”

“If the Senate examines whether there were valid proceedings and concludes that these documents were cooked, then the Senate should dispose of this case,” said Theuri.
He added that the records appeared to have been produced outside official channels.
“This is a phantom impeachment. It’s a major indication of manipulation. The documents presented by the Assembly have been doctored, cooked, and generated outside the Assembly.”
Mutuma backed the claims, pointing to irregularities in the Hansard that raised serious questions. He said the document starts with the sponsor of the motion prosecuting the case, without showing the Speaker calling the sitting to order as required by parliamentary procedure.
The Senate began hearing the case on Monday, with Governor Guyo pleading not guilty to all three charges: gross violation of the Constitution, gross misconduct, and abuse of office. The impeachment was endorsed by 16 of the 18 MCAs in Isiolo County on June 26, 2025.
The Senate will consider arguments from both sides before voting to uphold or reject the impeachment.
