ODPP orders arrest of Isiolo Governor Abdi Guyo over kidnapping

The incident reportedly occurred at Outbark Hotel in Maanzoni, where former Isiolo County Chief Officer of Health Abdirahaman Mohamed and 15 MCAs who had supported the Governor’s impeachment were present.
The Office of the Director of Public Prosecutions has directed the arrest of Isiolo Governor Abdi Guyo and seven others over alleged involvement in kidnapping and robbery with violence.
The directive, issued on Friday, September 5, 2025, instructs the Directorate of Criminal Investigations (DCI) to apprehend the governor and his associates to face charges.
"The Office of the Director of Public Prosecutions (ODPP) wishes to inform the public of the impending arrest and arraignment of Isiolo Governor Ibrahim Abdi Hassan alias Guyo and seven other individuals in connection with serious criminal offences," the statement read.
The ODPP confirmed that sufficient evidence exists to support the charges.
"Based on the presented evidence, the DPP has directed the DCI to apprehend and arraign all the above suspects to face charges of Kidnapping with Intent to Cause Grievous Harm and Robbery with Violence," the statement added.
According to the ODPP, the case was initially handled by the Machakos office before being forwarded to Nairobi for an independent review due to its high public interest.
The incident reportedly occurred at Outbark Hotel in Maanzoni, where former Isiolo County Chief Officer of Health Abdirahaman Mohamed and 15 MCAs who had supported the Governor’s impeachment were present.
The Governor and his supporters allegedly stormed the hotel, disarmed Abdirahaman, attacked him, and later kidnapped him.
Abdirahaman was reportedly threatened, blindfolded, and beaten before being abandoned at the Ruai Sewage area.
During the assault, he lost a licensed Glock pistol with 15 rounds, an iPhone 16, Sh70,000 in cash, and other personal belongings.
CCTV footage from the hotel reportedly shows the Governor and the seven other suspects—Abdullahi Jaldesa Banticah, Dade Boru, Abdirashid Ali Diba alias Ngila, Abdinur Dima Jiilo, Ahmed Duale, Josephat Mwangi Komu, and Yusuf Maina—at the scene of the incident.
The ODPP's statement did not indicate when the arrests would be made, but confirmed that the suspects will be arraigned in court following their apprehension.
