Governor Abdulswamad reshuffles cabinet, merges dey Mombasa Departments

The newly nominated executives are expected to undergo vetting by the County Assembly in the coming days.
Mombasa Governor Abdulswamad Nassir has unveiled a major reshuffle of his Cabinet, making sweeping changes to county leadership and merging key departments in a bid to improve service delivery and strengthen coordination within his administration.
Speaking during the announcement, Governor Abdulswamad said the changes align with the Mwanzo Mpya (New Beginning) agenda, which is focused on transparent and result-oriented leadership. This marks his first cabinet overhaul since taking office.
Among the notable moves is the dismissal of Kenneth Ambani from the Department of Public Service Administration, Youth, Gender and Sports. He has been replaced by Jonathan Wepukhulu, whose nomination now awaits vetting and approval by the Mombasa County Assembly.
The Blue Economy, Cooperatives, Agriculture and Livestock docket has also seen new leadership, with Ibrahim Khamis Mutwafy nominated to take charge.
In a shift affecting existing county executives, several CECMs have been reassigned to new portfolios. Kibibi Abdallah, who previously held the Blue Economy docket, has been moved to head the newly merged Department of Environment and Water. The merger reverses the previous separation between the two departments.
Emily Achieng Okelo, who had been in charge of Water, will now lead the Department of Climate Change, Energy and Natural Resources. Meanwhile, Daniel Otieno Manyala retains his position as CECM for Transport and Infrastructure, which now expands to include Governance. Under this broadened mandate, Fire and Rescue Services, county building security, traffic management, emergency response, and tourism support will be coordinated within the same department.
Mohamed Hussein Mohamed has been assigned to lead the merged Lands, Urban Planning and Housing docket, which now also incorporates the functions of Serikali Mtaani.
Other retained CECMs include Dr Mbwarali Kame (Education and Vocational Training), Dr Swabah Ahmed (Health), Mohamed Osman (Trade, Tourism and Culture), and Evans Oanda (Finance, Economic Planning and Digital Transformation).
Beyond the Cabinet reshuffle, the Governor has made broader structural changes in county administration. The Deputy Governor will now be responsible for coordinating all flagship project deliveries across departments. Additionally, the Smart City programme will now fall under the Department of Digital Transformation.
A fresh team of County Chief Officers has also been nominated, pending assembly vetting. These include Fatma Nabhani (Finance), Ally Goshi (Youth), Engineer Ali Abdulrahman (Transport, Infrastructure and Governance), Gloria Mwasi (Education and Vocational Training), Engineer Marian Mapenzi (Lands, Urban Planning and Housing), and Pauline Oginga (Public Service Administration).
Other appointments are Dr Roselyn Randu to the Blue Economy, Hamid Nanda to Environment, Abdalla Daleno to Climate Change, and Dr Shem Patta to Medical Services under the Health Department.
Governor Abdulswamad said the reshuffle is intended to “build a more agile and responsive government” that will accelerate the delivery of services to Mombasa residents.
