Kenya’s former Deputy Inspector General of the Administration Police, Noor Gabow, has officially taken up his new role as the country’s Consul General to Haiti after presenting his credentials to Haitian authorities.

Gabow was formally received by Jean-Victor Harvel Jean-Baptiste, Haiti’s Minister of Foreign Affairs and Worship, during a ceremony held at the ministry’s headquarters. In a private meeting that followed the event, Gabow conveyed greetings from President William Ruto and the people of Kenya.

He pledged to deepen relations between the two nations, especially in areas of peace and security diplomacy, where Kenya continues to play a growing role.

Gabow, who is now Kenya’s highest-ranking diplomatic official in Haiti, will also oversee diplomatic affairs in the wider Caribbean region. His appointment comes at a critical time, as Kenyan police continue supporting international efforts to stabilise Haiti, which has struggled with gang violence and insecurity for years.

A statement from the Ministry of Foreign Affairs said Gabow’s new role would involve strengthening Kenya’s diplomatic presence in the region and building long-term cooperation frameworks between Nairobi and Port-au-Prince.

Gabow’s background is rooted in law enforcement and international peacekeeping. His appointment is seen as a strategic move, given his long-standing service both locally and globally.

Between 1996 and 1997 and again in 2001 and 2002, he served under the United Nations in peacekeeping missions in the former Yugoslavia and Sierra Leone. His duties included training, advising, and supporting the development of local police services. From 2003 to 2007, he worked as a mission management officer in the Police Division of the UN Department of Peacekeeping Operations, overseeing matters in West Africa.

He later served as the UN police adviser to the African Union in Addis Ababa from 2007 to 2008.

In Kenya, Gabow held one of the top police roles, managing the Administration Police Service, which is among the largest government agencies in the country.

His experience and familiarity with international security structures are expected to add strength to Kenya’s ongoing leadership in the Multinational Security Support (MSS) mission in Haiti.

Gabow’s appointment also comes as the United Nations considers renewing the MSS mission’s mandate.

A committee handling the matter has recommended an extension of one year, and its report is set to be presented to the UN Security Council for approval.

Kenyan authorities hope the renewal will support further stabilisation efforts in Haiti, with Gabow expected to play a central diplomatic role in aligning the mission’s work with long-term bilateral interests.
