Isiolo Governor Abdi Hassan Guyo has reshuffled his administration in a wide-ranging shake-up aimed at consolidating power, improving efficiency, and strengthening service delivery.

In an executive order issued on Monday, the governor reassigned several County Executive Committee (CEC) members and renewed the contracts of key county chief officers.

Tourism, Wildlife, Trade and Investments CEC Dr Lawrence Mwongela Ikiamba was moved to serve as acting CEC for Water, Energy, Climate Change, Mining and Natural Resources. Health Services CEC Lucy Kagwiria Kaburu was named acting CEC for Finance, Economic Planning, Revenue Services, ICT Innovation and e-Government, Special Programmes, Peace and Cohesion, Civic Education and Public Service.

Agriculture CEC Yusuf Mohammed was reassigned as acting CEC for Lands, Roads, Transport, Public Works, Housing and Urban Development, Infrastructure Development, Urban Planning and Municipal Services.

“Save the re-assignments in the schedule, the conditions and terms of service of the CEC members remain as per their existing letters of appointment,” the order stated.

Alongside the reassignments, Governor Guyo extended the contracts of several chief officers effective September 1, 2025. Those whose contracts were renewed include Habila Jirma (Finance), Gabriel Elias Lekalkuli (Economic Planning), Hassan Abdullahi (Special Programmes and Revenue Services), Richard Ciira (Executive Office of the Governor), Judith Karendi Nyagah (Civic Education, Public Participation and Customer Service), and Bokao Adan Gonje (Education and Early Childhood Development).

Others are Ibrahim Chala (Vocational and Technical Training), Ahmed Hussein (Youth, Sports and Talent Development), Feisal Hassan Adan (Gender, Culture and Social Services), Batula Ali Maalim (Tourism and Wildlife), Nura Diba Bila (Trade, SMEs, Cooperatives and Enterprise Development), and Rashid Iribo Wako (Public Service Management and County Administration).

The governor also retained Godana Dida Abduba (Agriculture and Irrigation), Isiah Epuri (Livestock and Fisheries Development), Abdullahi M. Bonaya (Water and Sanitation), Dida Abduda Ganya (Environment and Climate Change), Francis Lekalasimi (Lands and Physical Planning), Salad Diba Rogicha (Roads, Transport and Public Works), Mohammed Shariff Abdullahi (Housing, Urban Development and Municipalities), and Dr Mohamed Abdikadir (Medical Services and Public Health).

“The contracts of service of County Chief Officers whose names appear in the schedule are hereby renewed with effect from September 1, 2025, and the effective date of their re-assignments shall be construed accordingly, subject, however, to the substantive appointment letters to be issued consequent upon this order,” the executive order added.

The directive clarified that all terms of service remain unchanged and that acting appointments in some offices had been vacated. In addition, Ali Edin Abdi was designated as the official spokesperson of Isiolo County.
