However, alcohol won’t be widely available.

Sales will be confined to roughly 600 carefully selected venues, including upscale hotels, luxury resorts, and tourism hotspots such as Neom, the cutting-edge city under development; the elite Sindalah Island; and the opulent Red Sea Project.

Initially, only milder alcoholic beverages like wine, beer, and cider will be offered. Stronger liquors such as whiskey, vodka, and tequila will remain prohibited.

Additionally, alcohol consumption in homes, public areas, or retail shops will still be banned, and home brewing remains illegal.

Officials have emphasized that this is a measured effort aimed at attracting global visitors while maintaining cultural and religious integrity.

Only licensed establishments will be allowed to serve alcohol, with well-trained personnel operating under strict regulatory standards to ensure responsible and culturally sensitive service.

A government statement underscored that the initiative aims to “welcome the world without compromising cultural identity,” positioning Saudi Arabia as a modern yet culturally grounded player in global tourism.

According to insiders, the Kingdom is closely studying models from nearby cities like Dubai and Manama, where regulated alcohol policies have attracted international visitors and investment while respecting local values.

As preparations ramp up for the 2034 FIFA World Cup, Saudi Arabia faces mounting pressure to modernize its global image.

The controlled introduction of alcohol marks a pivotal moment signaling the country’s intent to balance global appeal with national heritage.
