MPs grill KRA on Finance Bill 2025 proposals

After the public participation process on the Finance Bill 2025 ended, the Departmental Committee on Finance and National Planning held a meeting with officials from the Kenya Revenue Authority (KRA) to discuss several disputed proposals.

During the session on Saturday, June 7, 2025, KRA Deputy Commissioner Maurice Oray appeared before the committee chaired by Molo MP Kuria Kimani.

He was pressed to provide detailed explanations on several contentious matters raised.

Kuria Kimani noted that the concerns raised during the meeting with KRA officials were also widely echoed in public hearings held nationwide.

"We have just concluded an extensive public participation process on the Finance Bill, 2025, and the Virtual Asset Service Providers Bill, 2025, where numerous issues were highlighted by stakeholders and the public. These are matters we want to bring to your attention," Kuria Kimani stated.

The department reported that the majority of participants in the public consultations expressed worries about the uncertainty surrounding taxation.

They criticized what they described as frequent changes to tax policies within less than a year of implementation, often without thorough analysis of the impacts, resulting in an unpredictable tax environment.

The department also challenged KRA on Clause 52, which proposes amending the Tax Procedures Act to give the authority greater access to data for improved tax enforcement.

Turkana South MP John Ariko told KRA officials that many citizens fear this clause violates the constitution.

"While boosting tax compliance is important, this provision risks breaching Article 31 of the Kenyan Constitution, which protects individuals’ right to privacy, and could potentially be misused," the MP warned.
