Governor Mung’aro reveals how county boosted annual revenue

Governor Mung'aro highlighted that revenue collection has greatly increased since the introduction of automation.
Kilifi Governor Gideon Mung’aro shared how the county managed to increase its daily revenue collection from Sh6,000 to over Sh1.37 million.
He detailed the challenges and shortcomings encountered during the county’s digital transformation efforts at the County Oversight and Networking Engagement (CONE) forum organized by the Senate Standing Committee on Information, Communication and Technology (ICT) held at Mnarani Club on May 24, 2025.
The forum focused on reviewing the progress and obstacles related to the implementation of the county’s Revenue Management System (RMS) and Health Information System (HMIS), both of which were introduced to enhance transparency, improve service delivery, and boost revenue generation.
Governor Mung'aro highlighted that revenue collection has greatly increased since the introduction of automation.
He noted that daily revenue, which used to range between Sh6,000 and Sh10,000, has now grown to Sh500 million annually from the health sector alone.
"Previously, daily collections were just between Sh6,000 and Sh10,000. Now, hospital revenue alone exceeds Ksh500 million annually," Mung’aro stated.
Senator Shakila Abdalla, Chairperson of the Committee, then asked the Governor and his team to outline the steps taken to maintain revenue collection during system downtimes.
The governor acknowledged ongoing connectivity challenges in certain wards but assured that measures like daily data backups, manual claim processing, and offline record-keeping are in place to maintain operations.
"We continue to face issues in areas such as Chakama and Maria, but we are collaborating with the Communication Authority and American Towers to improve coverage," he explained.
Regarding IFMIS integration, county officials said they are prepared but awaiting approval.
"We have requested to integrate the revenue module, but the platform has not yet onboarded us," an ICT officer noted.
Governor Mung’aro added, "Once IFMIS is ready, we are fully prepared to make the transition."
When asked about transparency, the team explained that the county’s agreement with the vendor includes system development, staff training, one year of hosting, and eventual transfer of full ownership-covering the source code and database, to the county government.
