The government has proposed a Sh41.4 billion allocation for social protection in the 2025–26 budget, marking an increase of Sh8.4 billion from the current financial year.

Treasury Cabinet Secretary John Mbadi said the funding is crucial for building a more equal and resilient society by protecting the vulnerable, reducing inequality, and promoting national unity.

Cash transfers to orphans and vulnerable children will rise to Sh8.9 billion, up by Sh1 billion, while persons living with disabilities will receive Sh1.5 billion, increased from Sh1.19 billion.

The Kenya Hunger Safety Net Programme, which supports drought-stricken households in arid areas, is set to receive Sh3.9 billion.

Additional allocations include Sh450 million for the National Fund for the Disabled of Kenya, Sh600 million for the Child Welfare Society of Kenya, Sh100 million for the presidential bursary for orphans, and Sh180 million for the Street Families Rehabilitation Trust Fund.

The National Urbanism Support and National Autism Support programmes will each get Sh90 million.

The largest share of the budget, Sh25.1 billion, is dedicated to cash transfers to older persons under the Inua Jamii Programme, up from Sh18 billion this year.

The Inua Jamii Programme covers several initiatives, including cash transfers for orphans and vulnerable children, older persons, persons with severe disabilities, and the Hunger Safety Net Programme.

The stipend aims to reduce poverty, hunger and improve the lives of the most vulnerable.

In 2023, President William Ruto directed the ministry to increase the programme’s reach to 2.5 million beneficiaries in phases.

He also ordered that funds be disbursed on the 15th of every month, committing his administration to timely payments to support those in need.
