NTSA cracks down on PSV non-compliance, warns of license revocations

The National Transport and Safety Authority (NTSA) has issued a stern warning to Public Service Vehicle (PSV) operators, particularly matatu owners, over continued violations of safety and identification requirements.
In a public notice released on Friday, June 27, 2025, the Authority flagged “widespread non-compliance” with key provisions of the Operations of Public Service Vehicles Regulations, 2014 specifically paragraphs 7 (j, l, m, n, o, and p).
Among the major concerns highlighted is the rising trend of unauthorized vehicle modifications, including graffiti and artistic decorations, which NTSA says obstruct essential markings such as the Sacco name, official route information, and the mandatory continuous yellow line.
“These artistic enhancements make it difficult to identify and track PSVs, undermining regulatory oversight and eroding public trust in the sector,” the notice stated.
The Authority also pointed out that some vehicles are operating without the required NTSA stickers or legal identifiers, which further hampers effective enforcement.
In response, NTSA has directed all PSV operators to carry out a thorough audit of their vehicles and ensure full compliance with all regulatory requirements.
Non-compliant operators risk facing sanctions, including impoundment of vehicles, suspension, or outright revocation of licenses.
“All operators must undertake immediate corrective measures,” the Authority warned, adding that failure to comply will attract individual-level enforcement actions.
