Ruto, CSs reshuffle State Boards in new appointments

The Head of State unveiled changes across several key agencies, among them, Pius Ang’asa who was appointed as a member of the Board of Directors of the Central Bank of Kenya for a four-year term.

President William Ruto, alongside his Cabinet, has announced a new round of appointments to various state boards and institutions, signaling a broader strategy to strengthen governance, service delivery, and financial stability.

Through a set of gazette notices dated August 29, 2025, the Head of State unveiled changes across several key agencies.

Among them, Pius Ang’asa was appointed as a member of the Board of Directors of the Central Bank of Kenya for a four-year term.

“IN EXERCISE of the powers conferred by section 11 (2) of the Central Bank of Kenya Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint– PIUS ANG’ASA to be a Member of the Board of Directors of the Central Bank of Kenya, for a period of four (4) years,” the notice read.

The President also made a leadership change at the Kenyatta University Teaching, Referral and Research Hospital, appointing James Kibugu Wambu as the new non-executive chairperson of the board for a three-year term.

His appointment comes after the revocation of former Murang’a Senator Kembi Gitura, who resigned from the board.

At the Clinical Officers Council of Kenya, Ruto appointed Dr Joseph Choge as the new non-executive chairperson for three years.

The council is a key regulator of clinical officers, who play an important role in the country’s health system.

Further adjustments were made to the Panel of Experts on Compensation of Victims of Demonstrations and Public Protests, with John Maina, Churchill Suba, and Daki Guyo joining the team.

Guyo has also been designated as joint secretary.

“It is notified for the general information of the public that, further to the appointment of the Panel of Experts on Compensation of Victims of Demonstrations and Public Protests as published vide Gazette Notice No. 12002 of 2025, the additional persons have been appointed to the membership of the Panel as stated,” read the notice.

In a related move, Ruto extended the declaration of parts of Tana River County as “security disturbed and dangerous” areas.

Acting through Interior Cabinet Secretary Kipchumba Murkomen, the government cited continued insecurity in affected sub-counties and locations.

Other Cabinet Secretaries also announced fresh appointments within their dockets. Education CS Julius Migos Ogamba named Emma Velma Achieng Maumo and Shimoy Khalif Jilaow as trustees of the President’s Award Board, which focuses on youth leadership and skills development.

In sports, Youth Affairs and Sports CS Salim Mvurya appointed Billy Komintai Konchellah to the Anti-Doping Agency of Kenya board for three years, reinforcing Kenya’s fight against doping.

Agriculture CS Mutahi Kagwe named Winnie Beauttah to the board of the National Cereals and Produce Board, replacing Nancy Kibugi.

Maritime and blue economy CS Hassan Joho appointed Dr Fridah Simba, Joab Tumbo, Steve Biko Luseno, and Ahmed Abdirahman Elyass to the Bandari Maritime Academy, alongside Josiah Ochieng Obole and Omad Idd Boga to the Kenya Fisheries Service Board.

In the human resource sector, CS Geoffrey Kiringa Ruku appointed Dalmas Philip Odero as chairperson of the Institute of Human Resource Management Council, with John Mutisya Mwanzia and Beatrice Cherotich Bii also joining as members.

Trade and Investment CS Lee Kinyanjui appointed Edward Wanjala, Kirui David Kibett, and Margaret Gaiteria to the Kenya Trade Remedies Agency Board, while Cooperatives CS Wycliffe Oparanya named Millie Musumba to the Uwezo Fund Oversight Board.

The fund is central to providing credit access to youth, women, and vulnerable groups.
