Murkomen promises expanded civil services in Garissa

Interior Cabinet Secretary Kipchumba Murkomen has pledged to expand civil and ID registration services across Garissa County within the next six months.

He said this to ensure broader access to critical government services for residents.

He was speaking during the ongoing Jukwaa la Usalama tour in Garissa on Thursday.

CS Murkomen said the government had already established functional civil and ID registration centers in Garissa Township, Ijara, and Balambala constituencies, but three others- Fafi, Dadaab, and Lagdera- remain without such facilities.

“In the next six months, we will operationalize civil registration centers in the remaining three constituencies. As soon as we have a budget, we will also prioritize the county and the region so that every sub-county has both civil and ID registration services,” Murkomen assured.

The CS emphasized that access to registration services is a cornerstone of effective governance.

He noted that civil and ID documents are crucial for accessing education, healthcare, financial services, and other essential government programs.

Murkomen was joined by a delegation that included Garissa Governor Nathif Jama, Lagdera MP Abdikadir Mohamed, County Assembly Speaker Abdi Idle Gure, Members of the County Assembly, and other local leaders.

He was also accompanied by top national security and administration officials, including Inspector General of Police Douglas Kanja, Deputy Inspector General of APS Gilbert Masengeli, Directorate of Criminal Investigations (DCI) Director Mohamed Amin, GSU Commandant Ranson Lolmodooni, IPOA Chairman Ahmed Issack Hassan, NACADA CEO Dr. Anthony Omerikwa, Secretary for National Registration Dr. Christopher Wanjau, and Secretary for Civil Registration Paul Mwangemi.

The Jukwaa la Usalama forums are part of the government’s strategy to democratize security management while assessing the quality of service delivery, particularly the accessibility of government services to citizens in historically marginalized regions such as Northern Kenya.

Governor Nathif Jama welcomed the announcement, noting that improved registration services will help address long-standing complaints among residents.

“Particularly in remote areas, about delays and difficulties in obtaining national documents,” said Mr. Jama.
