Education Ministry to roll out new data system, KEMIS in July

Basic Education Principal Secretary Julius Bitok said the transition will improve coordination within the sector.
The Ministry of Education has announced that it will roll out a new education data management system in July 2025 to replace the current platform, NEMIS, which the ministry says is riddled with inefficiencies.
The new system, known as the Kenya Education Management Information System (KEMIS), is expected to unify and digitise education data across all learning levels and institutions.
KEMIS will manage information related to staff, students, teachers, and institutions from Early Childhood Development Education (ECDE) to higher education and research.
It is designed to address the shortcomings of the current system, improve data accuracy, and enhance service delivery.
Basic Education Principal Secretary Julius Bitok said the transition will improve coordination within the sector and eliminate duplications.
"This is a golden opportunity to unify our education data systems. KEMIS will cover the entire education system from ECDE, TIVET, and higher education up to research. It will integrate all our education system, including all our schools, colleges, and sub-county directors of education," he said.
The system is expected to provide real-time data, strengthen data security, and simplify access for education officials, policymakers, and parents.
The outgoing platform, NEMIS, was introduced on July 31, 2017, and was intended to collect and manage student data.
However, it has faced challenges, including the failure to capture some students, especially in polytechnics and universities.
Julius Kibiwott Melly, chairperson of the Parliamentary Education Committee, said NEMIS has caused problems for headteachers and institutions under the new funding model.
"Issues of information, especially from the users, the headteachers of schools, that some students are not being captured in NEMIS. They have had issues across the polytechnics, issues in the universities, and issues concerning the new funding model that have the information," he said.
He added that the committee is working with the ministry to ensure KEMIS becomes a one-stop shop for all education data in the country
