Ruto appoints Charles Nyachae, former PS, and ex-MP to key State boards

President William Ruto has announced new appointments to the leadership of three major state institutions, tapping Charles Nyachae, Ali Noor Ismail, and Abdi Mude Ibrahim for top non-executive positions.
The changes, detailed in a gazette notice dated July 11, 2025, signal a return to public service for the former officials, some of whom have held high-level roles in previous administrations.
Charles Nyachae makes a comeback as the Non-Executive Chairperson of the Kenya School of Government (KSG) Council, a position he previously held. His appointment takes effect from July 13 and will run for a three-year term. This appointment has been made under Section 6(1)(a) of the Kenya School of Government Act.
“In exercise of the powers conferred by section 6 (1) (a) of the Kenya School of Government Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces re-appoints—Charles Nyachae to be the Non-Executive Chairperson of the Kenya School of Government Council, for a period of three (3) years, with effect from 13th July, 2025,” the gazette notice reads.
Nyachae previously chaired the now-defunct Commission for the Implementation of the Constitution (CIC), a role he held from 2010 to 2015 following the adoption of the 2010 Constitution.
His leadership at the commission was part of the broader efforts to implement reforms brought about by the new legal framework.
In 2018, he was appointed by former President Uhuru Kenyatta as a judge at the East African Court of Justice (EACJ), a regional judicial body. He served at the court until November 26, 2023, when he formally stepped down.
His resignation was officially acknowledged by the East African Community during the 23rd Ordinary Summit of Heads of State, where he was commended for his contributions.
Earlier this year, Nyachae was among those shortlisted for the position of chairperson of the Independent Electoral and Boundaries Commission (IEBC), following the departure of Wafula Chebukati.
In the same notice, President Ruto appointed Ali Noor Ismail as the new Non-Executive Chairperson of the Pest Control Products Board, with his term starting on July 11. His appointment was made under Section 5(2)(a) of the Pest Control Products Act.
Ali Noor previously served as a Principal Secretary in the Jubilee administration, working in both the State Department of Cooperative Development and the Labour Ministry.
His experience in government and policy matters is expected to guide his work at the regulatory agency, which oversees the safety and use of pest control products across the country.
Also appointed is Abdi Mude Ibrahim, who will serve as the Non-Executive Chairperson of the Board of Directors of the Kenya Veterinary Vaccines Production Institute. His appointment also begins on July 11 and will last for three years.
Abdi Mude is a former Member of Parliament for Lafey Constituency in Mandera County. He was elected on a United Democratic Movement Kenya (UDM Kenya) ticket and served one term in the National Assembly.
His new role places him at the helm of an institution critical to the country’s livestock sector, especially in areas heavily dependent on pastoralism.
The appointments reflect President Ruto’s continued efforts to bring seasoned individuals into strategic public roles, combining experience in governance, law, and policy to strengthen state institutions.
