The Ethics and Anti-Corruption Commission (EACC) has arrested and arraigned Nairobi City Water and Sewerage Company (NCWSC) official, Michael Kilonzo Mualuko, for allegedly using a forged Kenya Certificate of Secondary Education (KCSE) certificate to secure employment at the utility company.
According to the EACC, Mualuko was arrested on October 7, 2025, following investigations into claims that he had presented a falsified certificate purportedly issued by Bishop Ndingi High School.
The Commission said investigations established that the document was forged and had been used to gain employment at NCWSC.
“Upon completion of investigations, the Commission submitted the case file to the Director of Public Prosecutions (DPP), who concurred with the recommendation to institute criminal proceedings,” EACC said in a statement.
Mualuko was arraigned before Senior Principal Magistrate Ondieki and charged with four counts: forgery, uttering a false document, deceiving a principal, and presentation of a forged certificate.
He pleaded not guilty to all charges and was released on a cash bail of Sh100,000 or an alternative bond of Sh1 million. The court set the case for mention on October 22, 2025.
The EACC reaffirmed its commitment to upholding integrity and accountability in public institutions, saying the arrest demonstrates its resolve to clamp down on document fraud and other forms of corruption in the public sector.
“The Commission remains steadfast in taking firm and decisive action against those who falsify documents or all other forms of corruption,” the statement added.
The case highlights EACC’s continued efforts to safeguard merit-based public recruitment and ensure that honesty and professionalism remain key pillars of public service.
