The Kenya National Examinations Council (KNEC) has begun the distribution of certificates for the 2023 Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) candidates, offering a clear path for those awaiting their crucial documents.

The certificates are being delivered through Sub-County Directors of Education nationwide, and candidates have been advised to reach out to their respective schools for collection.

"Candidates are advised to liaise with the schools where they sat the examinations to collect the certificates," KNEC stated, providing guidance for the process.

The dispatch of the certificates comes as KNEC issued a warning regarding the withholding of certificates by schools.

Any institution found withholding certificates will be in violation of the law.

KNEC has urged students whose certificates are being withheld to report the matter to the Sub-County Directors of Education for prompt resolution.

This announcement follows a stern directive from Education Cabinet Secretary Julius Ogamba on March 24, 2025.

Ogamba emphasized that withholding certificates due to unpaid school fees or other reasons, such as lost property, is illegal.

"Holding a student's certificate when they have completed school, whether due to fees balances, lost books, or broken property, is illegal," Ogamba stated.

He provided schools with a 14-day deadline to release any withheld certificates, underlining that they should pursue alternative methods for recovering outstanding fees or items.

This intervention by the Education Ministry is expected to ease the frustration faced by many students whose academic futures have been delayed due to administrative hurdles.
