The opposition accused the police of acting with impunity and violating constitutional protections on peaceful assembly and political expression.

The United Opposition coalition has formally petitioned the Independent Policing Oversight Authority (IPOA), demanding swift action against what it describes as escalating police brutality targeting opposition leaders and supporters during recent protests and political engagements.

In a statement shared via X on Monday, July 28, 2025, the opposition accused the police of acting with impunity and violating constitutional protections on peaceful assembly and political expression.

The coalition said the petition seeks an independent investigation into a pattern of alleged harassment, unlawful arrests, and excessive use of force by security officers.

“The United Opposition Team were at the @IPOA-KE today to present a public petition against police for their brutality against opposition leaders,” read the statement.

Leading the delegation were senior Wiper Democratic Movement figures, including Kathiani MP Robert Mbui, Makueni Senator Dan Maanzo, Matungulu MP Stephen Mule, Kitui West MP Edith Nyenze, Kitui East MP Thuddeus Nzambia, and prominent lawyer and political activist Njiru.

The lawmakers cited a series of incidents during recent anti-government demonstrations in Nairobi and other counties, where opposition leaders and demonstrators were reportedly teargassed, roughed up, or detained under unclear circumstances. They argue that such actions reflect a dangerous erosion of democratic freedoms.

“This is not just about politics. It’s about the protection of civil liberties and the rule of law. We are demanding that IPOA do its job and restore public confidence in law enforcement,” the leaders said in a joint statement issued Sunday, July 27.

While the full content of the petition has not been made public, insiders within the coalition indicated that it includes detailed documentation of alleged abuses. The evidence submitted to IPOA reportedly comprises video footage, photographic evidence, medical reports, and witness statements from affected individuals.

Civil society groups and human rights defenders have also raised alarm over the conduct of police during the protests, urging authorities to investigate and hold errant officers to account. The Kenya Human Rights Commission and the Law Society of Kenya have issued statements supporting calls for transparency and accountability.

“The brutality must stop. Kenya is a constitutional democracy, not a police state,” said Nyandarua Senator John Methu, who also condemned the police response during public rallies and civic engagements.

Established under the National Police Service Act, IPOA is mandated to provide independent civilian oversight of the police and ensure accountability for misconduct.

However, the institution has often faced criticism over delays in its investigations and perceived leniency toward officers implicated in abuse.

Despite this, opposition leaders stressed the importance of using lawful avenues to seek redress, saying that respect for institutions even in disagreement is a cornerstone of democratic governance.

“We remain committed to peaceful and constitutional means of pursuing justice. This petition is just one of many tools we will use to defend our rights and those of the Kenyan people,” said MP Robert Mbui.

The petition comes amid rising political tension and fears of growing intolerance toward dissent, with the opposition warning that continued police aggression could further polarize the country and erode public trust in state institutions.
