The National Police Service (NPS) on Tuesday issued a response to a widely shared video on social media showing a police officer stepping on the neck of a defenseless man who was lying on the ground.

In their statement, the NPS confirmed that the individual involved has been identified and that necessary disciplinary measures have been initiated.

"The National Police Service (NPS) is aware of a troubling video circulating in the media, showing a police officer assaulting a man pinned to the ground," the statement read in part.

The NPS further clarified that the incident captured in the viral footage actually took place in 2018.

The Police Service also reiterated its dedication to safeguarding citizens while adhering to constitutional principles and respecting human rights.

"As a Service, we remain committed to serving and protecting the public, guided by the values of human rights and fundamental freedoms," the NPS added.

The viral video showed a police officer kicking a civilian in the neck, then stepping on it while holding a gun in his right hand and a baton in his left, as onlookers watched from a distance.

It circulated widely on social media throughout Monday, May 5, sparking widespread condemnation from many Kenyans on social media.

Social media influencer Muli Brian reacted to the video, saying, "This is so wrong, manze. Why is he harassing him instead of taking him to the station? What kind of country are we living in?"

Another user, SSBInsights, questioned the relevance of the video's age, posting, "Are those saying it’s an old video suggesting this doesn’t happen anymore and that the officer can’t be held accountable? Have the police suddenly become angels, doing their job only to protect and serve?"

Security expert Koroir Weldon weighed in, stating, "This incident highlights the urgent need for continuous training within the National Police Service. Even when dealing with armed suspects, there are lawful and professional procedures for apprehension. Resorting to excessive force should never be the norm.ā€

Ephraim Kokonya added, "It doesn’t matter whether the video is from yesterday or tomorrow—basic human decency requires us to treat others the way we’d want to be treated. At the very least, the officer should apologize for treating the man like a doormat."

The Kenyan police force has long faced criticism for its record of brutality and repeated violations of human rights.
