Kilifi County Assembly Speaker Teddy Mwambire is facing possible impeachment after representatives filed a motion accusing him of misconduct, incompetence, and violating constitutional provisions.

The motion, introduced by Tezo MCA Thomas Chengo, lists a series of alleged legal breaches, including violations of the Constitution, the Political Parties Act, the County Governments Act, the Leadership and Integrity Act, the Public Finance Management Act, and the Assembly’s Standing Orders.

Chengo criticised the speaker for engaging in partisan politics by participating in ODM grassroots polls in Ganze Sub-County, where Mwambire contested for the chairmanship, lost, and later challenged the results.

He argued that the speaker’s actions undermined the neutrality required of the office and eroded public confidence.

Chengo also claimed that Mwambire interfered with the assembly’s budget process and ignored due procedure in carrying out his duties.

“The speaker has shown disregard for the Constitution, abused assembly procedures, and demonstrated a pattern of incompetence,” said Chengo while tabling the motion.

He also accused the speaker of interfering with the operations of various committees and misapplying the Standing Orders.

To support the impeachment bid, Chengo submitted a list signed by 32 MCAs, surpassing the one-third threshold required to initiate the removal process.

However, the process has taken a new twist following intervention by ODM’s national leadership, which is keen to contain the political fallout.

Ong’wen noted that ODM had already dispatched a fact-finding team, sanctioned by the party leader, to investigate the concerns raised in the impeachment motion.

He said the team had submitted its findings, which are now under review by the party leadership.

He cautioned that proceeding with the motion before a formal party decision is made would not only undermine ODM’s internal processes but also compromise the credibility of any outcome.
