Cabinet Secretaries re-appoint council members in key agencies

Education Cabinet Secretary Julius Migos Ogamba retained Professor Shem Wandiga as the non-executive chairperson of the Council of Jaramogi Oginga Odinga University of Science and Technology.
The government has moved to strengthen leadership in key public institutions through a series of appointments and re-appointments announced by three Cabinet Secretaries in a gazette notice dated July 18, 2025.
In the water sector, Cabinet Secretary for Water, Sanitation and Irrigation Eric Muriithi Muuga re-appointed Bernard Kipsengeret Koros, Simon Ngugi Mwihaki and Rodgers K. Chepkwony to serve as members of the National Water Harvesting and Storage Authority for a fresh term of three years.
Their new terms begin on July 18, 2025.
The Authority is mandated to oversee water storage and harvesting infrastructure, and the re-appointments are aimed at ensuring continuity in its operations and governance.
The appointments were made under Section 14(1)(f) of the Water Act.
Separately, Education Cabinet Secretary Julius Migos Ogamba retained Professor Shem Wandiga as the non-executive chairperson of the Council of Jaramogi Oginga Odinga University of Science and Technology.
His new term will run for three years, effective July 18.
The Council is responsible for the university’s overall governance, and Wandiga’s re-appointment ensures stability in leadership at the institution.
In another notice, Public Service, Human Capital Development and Special Programmes Cabinet Secretary Geoffrey Kiringa Ruku appointed Lewis Nyaribo Oburu to serve as a member of the Council of the Institute of Human Resource Management.
Oburu will represent Nyanza and Western Region for a period of three years starting July 18, 2025.
The appointment was made under Regulation 4(1) of the Human Resource Management Professionals (Elections to the Council) Regulations, 2015 and Section 7(1)(d) of the Human Resource Management Professionals Act.
“This is part of our efforts to enhance professional oversight and maintain fair regional representation in public institutions,” Ruku said.
