CS Ruku orders suspension of 3 senior NYS managers

Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes, Geoffrey Ruku, has ordered the immediate enforcement of suspension letters issued to three senior managers at the National Youth Service (NYS).
According to CS Ruku, this action is intended to strengthen accountability and restore discipline within the agency.
Speaking at the NYS Council Chair handover ceremony held at the NYS headquarters in Ruaraka, CS Ruku emphasized the importance of good governance and responsible public service delivery.
He highlighted that Articles 10 and 232 of the Constitution require a public service grounded in integrity, accountability, and professionalism.
"Public officers must ensure the efficient and effective use of resources, uphold transparency, and serve all Kenyans fairly and responsively," CS Ruku stated.
He further stressed the need to protect NYS, a taxpayer-funded institution, from exploitation by individuals seeking personal gain.
"There are those who think they can take advantage of NYS, but we must safeguard it as a public institution. Resources must be managed properly and efficiently to meet our objectives," he warned.
CS Ruku also called on the NYS Council to fast-track efforts towards commercialising the institution.
He noted that commercialisation would improve financial sustainability and support the government’s goal of recruiting and training 100,000 youths annually by 2027.
"As a Ministry, we will fully back the commercialisation process. This will help us increase the number of young people trained every year," he said.
He reiterated President William Ruto’s directive to protect public resources, cautioning that anyone involved in mismanagement would not be tolerated within NYS.
Looking ahead, CS Ruku revealed plans to propose amendments to the NYS Act in Parliament.
The proposed changes aim to encourage collaboration between the Ministry of Public Service and the Ministry of Sports, enabling the use of existing facilities to train talented youths who may not qualify for direct recruitment into NYS programs.
"We intend to realign NYS by establishing memoranda of understanding with the Ministry of Sports. This will allow us to utilize existing infrastructure to provide training opportunities for more deserving young Kenyans," he explained.
