A five-member committee jointly appointed by President William Ruto and ODM leader Raila Odinga has completed its initial report and is now preparing to launch a wide-reaching consultation process to oversee the implementation of the ten-point agenda and the National Dialogue Committee (NADCO) report.

The committee, led by ODM-nominated Senator Agnes Zani, is gearing up for nationwide stakeholder engagement as it begins the next phase of its mandate.

In a statement issued by the committee, it was confirmed that five sub-committees have been formed to ensure active participation from the public and various interest groups.

The committee has also elected governance expert Javas Bigambo as its vice chair, signaling a structured approach to the work ahead.

“The committee has organized its operations and has elected Javas Bigambo as the vice chair and has formed five subcommittees through which the public and various stakeholders will be engaged,” the statement read.

The other committee members include Fatuma Ibrahim, Gabriel Oguda, and Kevin Kiarie.

The team was appointed on August 6, 2025, following an agreement between President Ruto and Raila Odinga aimed at translating political consensus into national reforms.

"On 6th August 2025, His Excellency President William Ruto, President of the Republic of Kenya and Party Leader of UDA Party, and the Right Raila Amollo Odinga, Party Leader of the ODM Party, established a Five-Member Committee to Oversee the Implementation of the Ten-Point Agenda and the NADCO Report," the statement added.

The committee’s key focus is to conduct inclusive and far-reaching consultations with a broad range of stakeholders. These include the general public, ministries, constitutional commissions, civil society organisations, labour unions, and community-based groups.

According to the statement, the committee has completed its initial report, setting the stage for deeper engagements.

Its mandate centers on ensuring the successful implementation of recommendations agreed upon in the NADCO report and the ten-point political agreement between ODM and UDA.

This includes reviewing policies, proposing legislative amendments, and advising on administrative reforms needed to bring the agreement into effect.

The committee has called on members of the public and other stakeholders to actively take part in forums that will be announced soon.

These forums are expected to be a key part of the committee’s strategy to build consensus and ensure inclusive participation.

To support its activities, a joint secretariat has also been created. It will be co-led by Executive Secretaries from the UDA and ODM parties, and will offer technical and logistical support throughout the process.

With the structure now in place, the committee is expected to drive forward the critical process of turning a political handshake into practical and lasting solutions for the country.
